The Chelan County Fire District 3 Community Center is available to interested groups by prior use arrangement.
The Chelan County Fire District 3/City of Leavenworth Emergency Services Facility and Community Center, when not in use by the Fire Department, as a Training Room or as an Emergency Operations Center for emergency service or government sponsored activities, will be made available to groups as a Community Center for events and activities consistent with the rules and regulations of the Community Center.
The Community Center will not be made available to any group or organization that promotes discrimination, or has a record of discrimination on the basis of race, creed, color, national origin, gender, marital status, age, sexual orientation, or the presence of any sensory, mental or physical disability.
Permission for use does not constitute an endorsement of a group's philosophies, policies or beliefs. Reservations are made on a first served basis subject to the terms of the facility use policy/guidelines.
1. Reservations for space shall be accepted in person only (no phone, mail or online reservations accepted) and must be approved by the Fire Chief or designated representative. The date is reserved only when deposit is made. The individual signing the application shall be responsible for all conditions of the Community Center Use Policy!
2. The facility will not be reserved more than 30 days in advance for non-emergency service and affiliated government organizations.
3. Alcoholic beverages are not permitted for Community Center events.
4. The facility, equipment and restrooms shall be left in the same condition as found prior to the activity. This shall include placing the tables and chairs in the position of three (3) across and four (4) deep with approximately 2 ft. isles between running from front to back (diagram below). The cost of any additional cleaning or repairs by Fire Department Personnel may cause forfeiture of the user's deposit. All cleaning shall be completed prior to leaving the facility.
5. The District/City shall not accept liability for injury to users, loss of personal property, or damage to property of the group or an individual.
6. The District/City may require the applicant to carry insurance coverage and pay for certified security if, in the opinion of the District/City, the event warrants such requirements. If insurance is required, proof of insurance shall be required prior to use of the facility.
7. Groups of minors shall be supervised by at least one adult (21 years of age or older) per 8 juveniles at all times while using the Community Center. Application for use of the facility must be made by an adult who will be responsible for and in attendance at the activity.
8. Any decorating or other alterations to the existing facilities will be subject to prior approval by the Fire Chief or designated representative. No objects are to be suspended or attached to ceilings, walls or windows without prior written approval and at no time shall anything be suspended from sprinkler heads. Tack strips are provided, but no thumbtacks shall be used in the walls. Use of any open flame equipment is prohibited.
9. Smoking is not permitted inside of the facility.
10. In the event of a large-scale emergency (such as, but not limited to a wildland fire, flood or earthquake) a scheduled event or one in progress could be cancelled at the discretion of the Fire Chief or designated representative.
11. The Community Center is not available for commercial use.
12. There shall be a $100.00 deposit paid at the time of reserving the room for all non-emergency service or affiliated government users. This deposit is to ensure the room is cleaned and returned to the condition it was found, cover any damage and to ensure the room key is returned within two (2) working days following use of the facility. Failure to comply with these conditions may cause forfeiture of the deposit. The deposit shall be in the form of a check or money order. No cash shall be accepted.
13. Any individual or group that causes continual problems by not complying with the use policy and/or causes severe damage to the facility, shall loose their privilege of using the facility.
14. If use of the facility includes preparing and/or serving meals (beverages and/or cookies excluded), there will be a use fee of $25.00. This shall be in the form of a separate check or money order. No cash shall be accepted.
15. The Community Center occupancy load is 163 people and shall not be exceeded.
16. There shall be "No Parking" in HANDICAPPED spaces without a permit, immediately in front of the crews quarters or in front of all apparatus bay overhead doors of both buildings. Vehicle access through driveways shall be maintained at all times. Vehicles found in any of these areas will be towed without notification and at the vehicle owner's expense! Notification of attendees of this policy is the responsibility of the individual signing the application. Note: There is additional parking beyond the pavement on the gravel pad and across Chumstick Road at the High School.
Commercial Use: A gathering for sale or promotion of goods and services, conducting business or fee for training of a private organization. Any other use shall be defined as "governmental" or "social".
Community Center: That portion of the Emergency Service Facility open to the public for events only when not in use by the Fire District, as a Training Room or as an Emergency Operations Center.
Deposit: The amount paid in advance of an event to secure the facility, insure proper cleanup, cover breakage, loss or damage and to ensure the key is returned within two (2) working days of facility use. Reservations will not be booked without payment of the deposit. The deposit shall be $100.00 in the form of a check or money order. No cash shall be accepted. The applicant shall pick up deposit checks within five (5) working days of facility use. The district will return checks by mail only if supplied with a self-addressed stamped envelope when the deposit is made.
